Prevention of pull-out
While this system allows for job changes between companies and industries within the defined categories, if foreign workers are poached indiscriminately by receiving organizations, it could disrupt employment order within industries and exacerbate excessive concentration in large cities.
In light of these points, and with the aim of preventing an excessive concentration of foreigners in specific companies or metropolitan areas, we request that you refrain from actively recruiting and employing foreign workers.
